| The council has already taken steps to improve boating access by rebuilding boat ramps and replacing pontoons to accommodate the increasing number of vessels in the waterways. A new pontoon was built between the two boat ramps at Muriel Henchmen Drive, Main Beach, to help load passengers at The Spit. Another pontoon was built near the former Tipplers site on South Stradbroke Island and an existing pontoon was replaced at Paradise Point. Boat ownership has grown by more than 118 per cent on the Gold Coast since 1996 with more boats registered here than anywhere else in the state. The final phase of Queensland's ship-sourced sewage management requirements comes into effect at midnight on 31 December 2009. The following additional restrictions will apply;
- Any vessel with 16 persons on board or more can no longer discharge untreated sewage into Queensland's water.
- Any ship with 7 to 15 persons onboard can no longer discharge untreated sewage into open waters within 1852m (1 nautical mile) of a reef or the low water mark of an island or the mainland.
